Pending Proposed Rules, Rule Reviews, and State Plans

When TWC approves proposed rules, rule reviews, and state plans, the approved documents are posted below for comment.

On August 15, 2023, the Commission approved the following:

Proposed Rules - Chapter 838, Texas Industry-Recognized Apprenticeship Programs Grant Program
TWC proposes amendments to Title 40 of the Texas Administrative Code, Chapter 838, to:
--remove references to the federal Industry-Recognized Apprenticeship Program, formerly under 29 Code of Federal Regulations, Part 29, because the US Department of Labor ended that program in November 2022; and
--lay out in rule the eligibility criteria and application process for entities that apply to take part in the Texas Industry-Recognized Apprenticeship Programs Grant Program.

TWC will also review the rules in accordance with Texas Government Code §2001.039.

Please submit comments on the proposed Chapter 838 rules to TWCPolicyComments@twc.texas.gov by October 2, 2023.

Reglamentos Propuestos - Sección 838, Programa de concesión de los Programas de Aprendizaje
reconocidos por la Industria de Texas

La TWC propone enmiendas al Título 40 del Código Administrativo de Texas, Sección 838,
para:
--eliminar referencias al Programa de Aprendizaje reconocido por la Industria federal, previamente bajo el Código 29 del Reglamento Federal, Sección 29, porque el Ministerio de Trabajo de los EE. UU. finalizó el programa en noviembre de 2022; y:
--definir precisamente el criterio para la elegibilidad y proceso de solicitud para entidades que soliciten tomar parte en el Programa de concesión de los Programas de Aprendizaje reconocidos por la Industria de Texas.

La TWC también revisará los reglamentos en concordancia con el Código §2001.039 del Gobierno de Texas.

On September 11, 2023, the Commission approved the following:

Proposed Rules – New Chapter 810, Lone Star Workforce of the Future Fund
TWC proposes adding new Chapter 810 to Title 40 of the Texas Administrative Code. The new chapter will implement House Bill (HB) 1755, 88th Texas Legislature, Regular Session (2023). HB 1755 amended the Texas Education Code to add Chapter 134A, Lone Star Workforce of the Future Fund, and requires TWC to establish rules relating to the administration of the new grant program.

Please submit comments on the proposed Chapter 810 rules to TWCPolicyComments@twc.texas.gov by October 29, 2023.

Reglamentos Propuestos – Nueva Sección 810, Fuerza Laboral Lone Star para Fondos Futuros

La TWC propone agregar la Nueva Sección 810 al Título 40 del Código Administrativo de Texas. La nueva sección implementará el Proyecto de Ley (HB) 1755, de la 88a Legislatura de Texas, Sesión Ordinaria (2023). La HB 1755 enmendó el Código Educacional de Texas para agregarle la Sección134A, Fuerza Laboral Lone Star para Fondos Futuros, y requiere que la TWC establezca las reglas relacionadas con la administración del nuevo programa de subvención.
